Cut Down is Always recommended in this matchup. You will proc it lvl 1 onwards if he starts any Doran's items.

Overview

Level 1: Auto Cho to death level 1, and use your E to juke his Q when he launches it. You will then run him down with autos

Level 2: Play the matchup to use E to dodge his Q. You have to practice the timing because this is crucial for the matchup. Cho will heal a lot with his E, and his E active is 25 units shorter than your AA range. Stand in AA range to avoid his E damage

Level 3: Be careful of Cho silencing you first because you can't dodge his Q if he does. I like to play back out of silence range, and then if he silences, instantly walk back to that he misses Q. It's a matchup where you have to move unpredictably, but you hard win early game. Even if he silences you and knocks you up, instantly E him after because your E is shorter CD than his Q. If he ever uses Q, do not let him breathe in the matchup

Level 6: Cho's combo becomes scary, so make sure not to get hit by his knockup. If you dodge his Q with your E, he won't have enough damage to 1 shot you with his R. His R range is 175 units, and so the only way he can get into R range is if he Q knocks you up.

What To Do

Pay attention to see if the enemy Cho is planning on going AP or Tank Cho as you play the lane out.

Typically AP Cho players run Arcane Comet/Grasp as their keystone, but just watch their build as they start building items.

Level 1 Cho usually starts E, so you can use your vault aggressively level 1 for trades.

Level 3 onwards you have to be cautious of your vault, and how I play the lane is wait for Cho'gath to use his Q, Rupture, on me (the ability that launches a circle on the ground that knocks-up) and when he uses that, use your vault on Cho'Gath, and by doing so, you will dodge his Q.

This mechanic requires practice of course because if timed incorrectly you will land on his Q knock-up and your vault will be down.

Be cautious of Cho's W because it silences you, so even if you dodge his Q, you will be unable to use abilities if he lands silence on you.

Make sure to constantly harrass Cho in lane because he doesn't have many ways to get onto you.

If you master the mechanic to dodge his Q with your E, Cho will be unable to ever trade with you and you can surely dominate him in lane.

Level 6 onwards he gets his R and could potentially nuke you if you mis-step.

Cho'Gath's range on his E, Vorpal Spikes, is 500, and your AA range is 525, so if you stay in AA range of Cho then his Spikes won't be able to hit you.

If you keep this in mind, Cho's only way to ever damage you in lane is from his W alone, so he shouldn't ever get you low enough to combo you post 6 so long as you keep these 2 tips I've suggested in mind.

When you build your items you will SHRED Cho. PTA along with ignite will allow you to dominate lane phase, so make sure to constantly hit 3 AAs on him whenever your PTA cooldown is up.

Watch out for Glacial Cho's because they have more ways to get onto you later on with his slows.

However, if he goes AP Cho, he is squishy and easy to kill.
